EVIDE does not designate the examiner or determine the applicable authority — it preserves bounded evidentiary material so that whoever is legitimately entitled to examine the event may have independently preserved material available for that examination.

Governance defines what should happen, while originating-system logs may record aspects of what occurred. EVIDE adds a separately referenceable evidentiary layer for preserving declared decision structure, attribution and related evidentiary material.
EVIDE does not replace governance. It adds an independently examinable evidentiary layer to governance.
